The County Clerk has many responsibilities in Stark County Government. The County Clerk is the Election Official of the County, does tax extensions, delinquent taxes, Clerk of the County Board, keeper of vital statistics, marriage licenses, assumed names, liquor/Raffle licenses, and economic interest statements.
The Stark County Clerk also serves as the County Recorder and is responsible as the Recorder to make a record of all deeds and instruments of title for property in Stark County including, but not limited to, Warranty Deeds, Quit Claim Deeds, Cemetery Deeds, Mortgages and Assignments, Releases, Plats, Easements, Assignments of Rents/Leases, Memos of Agreement, Liens and Judgments.

Legislators have recently passed HB3878 which increases the Rental Housing Support Fee by an additional $9.00. The increase affects recording fees in all 102 counties throughout the State of Illinois and will take effect July 1, 2023. The new recording fee will go from $77 to $86.

NOTICE OF RECORDING FEE INCREASE
With the recent passage by State Legislators of HB3878, which increases the RHSP fee by $9 for all counties in Illinois. The fee for recording documents beginning July 1, 2023, in Stark County will be:
Standard documents in Stark County will be $86.
Nonstandard documents will be $106.
Non-RHSP documents will still be $67.
- Certified Marriage Certificate-$13.00 for the first copy and $8.00 for each additional copy.
- Marriage license $50
- Certified Birth Certificate-$13.00 for the first copy and $8.00 for each additional copy.
- Certified Death Certificate-$19.00 for the first copy and $12.00 for each additional copy.
- All genealogical copies are $2.
- Assumed Name $22.00
